If you want to add e-commerce functionality, you should also use e-commerce add-on for $ 2.95 / month.
Weebly can be a great sitebuilder for beginners who only need to create a small site without ecommerce features, but make sure to calculate the additional cost to upgrade to Pro if you will build a Site larger or higher-level features. Since BlueHost and Hostmonster have Weebly, it should not affect your decision if you choose between these two hosts.
